After consulting a video of a military parade in Niger, it appears that the flag of the Police Nationale is a slightly modified banner of the arms. The word police is changed to the words “POLICE NATIONALE,” and the font is changed from serif to sans-serif. The flag has a golden fringe.
My reconstruction of the flag of the Nigerien Police Nationale is based on
the recorded military parade and the coat of arms. The recording of the military
parade can be found here:
https://www.youtube.com/watch?v=DhV9ePkkVdU&t=2617s. The flag of the Police
Nationale can be seen at minute 43:28.

The National Police is the national civilian police force of Niger. The
National Police are under the Ministry of Interior, Public Safety and
Decentralization and report to the General Directorate of National Police. They
are responsible for law enforcement in urban areas, the protection of government
buildings and institutions, and the security of government leaders.

The coat of arms of the Police Nationale is the national colours of Niger in a
diagonal tricolour, charged with an orange sun with yellow rays with the bottom
ray considerably longer than the rest. The word “POLICE” is charged above the
sun, and rotated in order to line up with the diagonal bands.
